Could papers get relief from tariffs?

In the letter to the editor by JoJo Burgess, she said “trade cases are based on facts by an independent commission.”

I recently saw a C-SPAN program in which (Commerce Secretary) Wilbur Ross appeared before several congressman to discuss tariffs. As the congressmen would tell of problems by people who contacted them, he told them to file a request for exclusion and remedies from Section 232, National Security Investigation of Imports of Steel. They could state how their business was impacted, and perhaps the cost of the tariff would be returned to the business.

When he was asked about problems of newspapers due to the tariff on paper, they were told to have their newspapers present how cost is increased by the tariff. Would not the independent commission have had the facts before levying the tariff? But he never said that. Perhaps they could receive relief, as these businessmen might get due to steel tariffs. My understanding was that all of this would take some time.
