Washington man pleads guilty in 2017 shooting

A Washington man pleaded guilty to an aggravated assault charge in a shooting that injured a girl in the city a year ago.

Jamil Carr, 19, appeared Wednesday before Washington County Judge Gary Gilman, the day before his nonjury trial was set to begin. The judge imposed a sentence of 11 to 23 months’ incarceration, followed by 10 years of probation, under the terms of Carr’s negotiated plea.

Carr was charged in the daytime shooting July 21, 2017, in the 500 block of Fayette Street. City police said he and several other people were involved in an argument with the victim’s brother before Carr fired a gun, hitting the girl in the arm and shoulder.

The victim was treated at Washington Hospital for two gunshot wounds and identified Carr as the shooter. Her brother told police he and Carr had an ongoing dispute and also said Carr had been the gunman.

Terms of Carr’s sentence bar him from contact with the victim.

Carr received credit for time served in Washington County jail since his arrest Aug. 29 by police in Kittanning, Armstrong County. Gilman’s order stipulated Carr be released the same day as his plea hearing.

Two counts of attempted homicide initially filed by police were withdrawn and another aggravated assault charge dismissed while the case was still before a lower court.
