Warrant issued for Brownsville man for rape in alley

Police are looking for a Brownsville man who allegedly raped a mental health patient in an alley in January.
State police issued an arrest warrant Friday for Melvin Spencer Kelley Jr., 30. Police said he has no fixed address.
According to the affidavit of probable cause filed in his case, a man was outside Crosskeys Mental Health Facility Jan. 26, where he is a resident, when Kelley took him to a stairwell in the nearby alley and raped him. Kelley reportedly said “Don’t tell anybody” and “Come back next Saturday.”
The man told one of the health care facility workers he was raped. The worker then called police.
Kelley is charged with rape and two counts of indecent assault.
The man did not know Kelley, but he reportedly identified himself to the victim as “Mel.” He was identified through police interviews at Brownsville Free Public Library.
Police were unable to locate Kelley. He is 6 feet, 2 inches tall, and weighs 175 pounds.
