On the left, Kayla Hess, of Smithton, and her 18-month-old daughter, Arianna Hess, wait patiently for a balloon from Giggles the Clown, during Saturday’s Kids Fest at the Washington Crown Center Mall. Events like face painting, animal presentations, makeovers and story time ran from 10 a.m. to 4 p.m. with vendors from all over the county offering children’s activities and games.
