Kathy Swihart, a stylist with Hair and There Salon in Washington, was pleased that Washington County was moved into the green phase.
“I’m happy to get back to work because I’m out of things to do. I’ve spring cleaned, painted and purged,” said Swihart.
She said clients, desperate for hair cuts and color, having been texting and calling for weeks.
“They’ve been miserable,” said Swihart.
