HARRISBURG (AP) – Pennsylvania’s open records agency says the state government has to disclose the amounts of donations to political action committees that are taken directly out of public-sector union workers’ paychecks, but the donors’ names shouldn’t be made public.

The Office of Open Records ruled late Monday that suburban Philadelphia activist Simon Campbell is entitled to the list of donations, but Campbell says that’s meaningless without the names attached.

The state government allows certain unionized employees to designate a portion of their pay to go to their union’s political action committee.

The Office of Administration had turned down Campbell’s request. The records agency says the donations are public but the names aren’t, citing legal precedent involving the constitutional right of freedom of association.

Campbell says he plans to appeal to Commonwealth Court.
