WAYNESBURG – Two Greene County men were accepted into the State Intermediate Punishment Program by the state Department of Corrections Monday.

Buddy Allen Watters, 39, of 616 Wind Ridge Road, Waynesburg, was pulled over by police Nov. 22, 2012, on Route 21 in Jefferson Township.

Watters was driving a motorcycle without a helmet or eye protection and accelerated to a high rate of speed, according to police. When he was pulled over, officers noted the registration on his motorcycle was expired. Watters told them he was driving on a suspended license for a previous driving under the influence conviction.

Watters had three previous DUI convictions on his record. His blood-alcohol content was 0.163 percent. He is ordered to pay $3,625 in fines and serve 7 to 24 months of SIPP.

Mitchell Ray Carder, 44, of 126 Lee Ave., Spraggs, was arrested following a one-vehicle accident Sept. 23 along Route 218 in Franklin Township.

Police said Carder was helped by three good Samaritans who aided him in freeing his arm that was trapped under his truck.

This was Carder’s third driving under the influence conviction. He had a BAC of 0.298 percent. He is ordered to pay $3,035 in fines and serve 7 to 24 months of SIPP.
