Harbor Freight Tools will be docking at Washington Mall.

A discount tool and equipment retailer, Harbor Freight has a “Coming Soon” sign draped over its future storefront, the space previously occupied by Designer Furniture Warehouse – and next to Grand China Buffet & Grill. DFW closed recently as a result of bankruptcy proceedings.

The Calabasas, Calif.-based chain has more than 500 stores nationwide plus mail-order and e-commerce services. Its South Strabane Township location will be the 22nd in Pennsylvania and sixth in the Pittsburgh region, following Robinson Township, Ross Township, Pleasant Hills, Monroeville and Butler.

Eric Smidt, the chief executive officer, started Harbor Freight as a family business in Los Angeles in 1977.

This is a boost for Washington Mall, which has been losing stores regularly in recent years, most notably J.C. Penney, its anchor, which closed May 3. Oil & Gas Safety Supply opened a shop at the mall’s annex in April, its second local site.
