Jeff and Cindy Smith of Washington announce the engagement of their daughter, Heather, to David Chang, son of Young Fa Chang and Chu Ju Huang-Chang of Bellaire, Texas.

Heather’s grandparents are Mary Sabol of Washington, the late Thomas Sabol, Lois Smith of Washington and the late Fred Smith Sr.

Her fiance’s grandparents are Yue Er Cai of Taipei, Taiwan, and the late Pien-Nan Huang.

The bride-to-be is a graduate of McGuffey High School; Washington & Jefferson College, where she earned a bachelor of arts degree in English; London School of Economics, where she earned a master of science degree in international affairs; and George Washington University, Elliott School of International Affairs, Washington, D.C., where she earned a master of arts degree in security policy studies. She is employed by the U.S. Department of the Treasury in the Office of Foreign Assets Control.

The future groom is a graduate of Bellaire High School; the University of Houston, where he earned a bachelor of science degree in interdisciplinary studies and a bachelor of arts degree in political science; and George Washington University, Elliott School of International Affairs, where he earned a master of arts in security policy studies. He is employed by the U.S. Department of Defense as an analyst.

The couple plan a November 7, 2015, wedding.
