The Washington County Council of Democratic Women recently announced that Clerk of Courts Barbara Gibbs, left, and Prothonotary Phyllis Ranko-Matheny have received 2015 Liberty Bell Awards. The award is given to nonlawyers who provide outstanding service to promote a better understanding and contribute to effective functioning of government. Awards will be presented during the Law Day celebration at 7 p.m. Tuesday in Courtroom 1. Gibbs and Ranko-Matheny will retire from public office at the end of the year.
