New positions at jail replacing one deputy warden

A deputy warden who retired in June from the Washington County Jail is expected to be replaced by two majors, newly-created positions unanimously approved Wednesday by the prison board.
Being named majors will be captains Edward Strawn and Donald Waugh. The Washington County salary board is expected this morning to also approve the positions and set their salaries.
Waugh will continue to be in charge of training while Strawn’s area will be operation of the facility.
Brian Hammett retired as deputy warden earlier this year, and for the past few months, Strawn had been interim deputy warden. John Temas is deputy warden for security.
Scott Fergus, director of administration for Washington County, said the number of staff positions at the jail remains the same under the restructuring.
Warden Joseph Pelzer noted that Kevin A. Spragg will be transfering from the Washington County Health Center to the jail as a full-time licensed practical nurse.
Spragg, a county employee since 1996, bid on the union position at the jail.
Pelzer also reported that at the end of October there were 327 inmates at the jail, 264 men and 63 women.
