Some scattered power outages, about a half-dozen downed trees and a few downed wires were reported in Washington County in the wake of what was Hurricane Sandy.The 200 block of Rural Valley Road in Blaine Township remains closed due to high water, a Washington County 911 supervisor said this morning. Some minor basement flooding was reported. A flood watch remains in effect until noon today, as the Monongahela River is expected to crest. West Penn Power reports fewer that 1,000 people without power scattered throughout Washington and Greene counties. The most concentrated outages are in Somerset, Cecil and North Strabane townships in Washington County and Wayne Township in Greene County.
