North Strabane supervisor resigns

Vice Chairman Jeff Stanley left a vacancy on the North Strabane Township supervisors’ board after submitting his letter of resignation Tuesday. Chairman Steve Motzer read aloud the letter from Stanley, who was absent from the meeting because he was traveling for work.

“I appreciated the opportunity to serve North Strabane Township, and your leadership, along with all of the employees of North Strabane Township, is an invaluable resource to our community,” Motzer read from Stanley’s letter.

Stanley cited personal reasons for his resignation, which is effective Dec. 31. Solicitor James Jeffries said the board can appoint a successor, who will hold office until the first Monday of January after the first municipal election that occurs more than 60 days after the vacancy.

That means the appointee will serve through 2015. Motzer also celebrated his last meeting after serving on the board for 13 years.

“It’s bittersweet,” Motzer said. “It was an honor and a privilege to serve North Strabane.”

The board voted 2-2 to approve a request by the parks and recreation director to designate the municipal park as a smoke-free campus, and the motion died because of a tie.

Supervisors Brian Spicer and Bill Brooks voted no, and Spicer said he did not think the regulation could be enforced.

The board approved a request by the parks and recreation director to permit alcohol in all medium pavilions and require a refundable deposit of $100 if alcohol is served.

Terry Bove, of Bove Development Corp., asked if the board would be willing to consider a modified plan for Greenwood Village, a proposed multifamily residential development off Greenwood and Victoria drives.

The board rejected a previous proposal because setback requirements had not been met.

Bove said he believed he had deemed approval for the development, and Jeffries disagreed with his position.
