Feds charge officer who stunned handcuffed suspect

SPRINGDALE (AP) – Federal prosecutors in Pittsburgh have charged a Western Pennsylvania police officer with deprivation of civil rights for allegedly punching and using a stun gun on a handcuffed man.

The one-page criminal information filed Friday against Springdale police Sgt. Mark Thom Jr. lists only the date of the alleged incident, Dec. 11, 2011, and the victim’s initials, GC.

Thom and his police chief could not immediately be reached for comment at the borough police station. Online court records don’t list an attorney for Thom, and the Associated Press could not immediately locate a listed personal phone number for him.

Thom was also sued last year by an Allegheny County police officer who contends Thom drew a gun on him and, along with other Springdale officers, falsely accused the county officer of crimes during a February 2011 traffic dispute.
