Judge: Ex-jail official owes inmate no restitution

PITTSBURGH (AP) – A federal judge has ruled that a former western Pennsylvania jail administrator doesn’t owe restitution to an inmate he acknowledged having punched three years ago.

Fifty-year-old James Donis of Shaler pleaded guilty in October to falsifying a report covering up the attack on 31-year-old Gary Barbour Jr. The former Allegheny County jail administrator was sentenced to eight months at a halfway house.

The Pittsburgh Tribune-Review says federal prosecutors filed notice Monday maintaining that none of Barbour’s medical bills stemmed from the false report, so they don’t appear to be covered by federal crime victim compensation laws.

U.S. District Judge Gustave Diamond ruled Tuesday that no restitution was owed.

Barbour has a pending civil lawsuit against Donis and the county over the injuries.
