Serial flasher charged in Greene incidents

WAYNESBURG – In mid-March, Waynesburg Borough police received four separate complaints from young women who said a white male in his early 20s exposed himself and propositioned them while sitting in a car. The fourth and final report came March 18. Just as quickly as the incidents started, they seemed to stop. Borough police now know why.

The man these young women, ranging in ages from 19 to 22, identified from a lineup as the alleged person who flashed and solicited them, is in a West Virginia jail.

Brody Ray Ostrander, 21, of 3810 Rines Ridge Road, Proctor, W.Va., is known to police as a serial flasher. He entered the Northern Regional Jail in Moundsville, W.Va., in April on charges of indecent exposure and solicitation of prostitution stemming from an incident March 29. Ostrander committed the alleged March 29 offenses while out on bond for indecent exposure and possession of marijuana charges in Hancock County, W.Va..

He was dubbed “The Moundsville Flasher” for repeated episodes of exposing himself to women around the Moundsville area. In 2011, Ostrander received 180 days in jail for several incidents across Marshall, Tyler and Wetzel counties in West Virginia.

Waynesburg Borough police Officer Rob Toth questioned Ostrander at the Northern Regional Jail regarding the four incidents in Waynesburg.

Toth said Ostrander told him he doesn’t know why he does these things and said he needs help. A warrant has been issued for Ostrander’s arrest upon release from Northern Regional Jail on four counts each of alleged indecent exposure, open lewdness and solicitation of prostitution in Greene County. The charges were filed May 13 before Greene County District Judge Lou Dayich.
