Pa. welfare chief apologizes for worker pay delays

HARRISBURG – Pennsylvania’s public welfare secretary is apologizing for paycheck disruptions for many home care workers who help the disabled in the wake of a scathing report by the state auditor general that blames the problems on mismanagement by her department.

In a written response to the audit report Thursday, Secretary Beverly Mackereth said the department was forced to consolidated payroll services previously provided by 36 vendors because of lax monitoring that pre-dated the Corbett administration.

Mackereth said the new single-vendor system is running smoothly and timesheets are paid within two weeks, despite disruptions in workers’ paychecks early this year.

Auditor General Eugene DePasquale said the switch to a single vendor, Boston-based PCG Public Partnership LLC, put unnecessary financial strain on workers and frightened many of the people they care for.
