Pa. man on death row says he’s mentally disabled

DOYLESTOWN, Pa. – A Pennsylvania man convicted of fatally shooting a police officer in a hospital emergency room says he is mentally disabled and his death sentence should be overturned.
Forty-six-year-old Robert Flor is on death row for the September 2005 killing of Newtown police officer Brian Gregg at St. Mary Medical Center.
The Bucks County Courier Times said Flor was in court Friday with a team of lawyers, who argued his former attorneys didn’t work hard enough to keep him off death row.
Flor’s new lawyers say jurors who handed down his death sentence weren’t told he is mentally disabled. The U.S. Supreme Court has ruled that executing mentally disabled people is unconstitutional.
Prosecutors say Flor’s attorneys in 2006 presented several experts at trial, none of whom concluded he’s intellectually disabled.
