McCartney resigns as Mt. Pleasant supervisor

Mt. Pleasant Township supervisor Arden McCartney announced Wednesday he is resigning from his position effective Dec. 11.

McCartney said at the supervisors meeting he is moving out of the area for family matters.

“I want to thank you for the privilege of serving here at Mt. Pleasant Township. It has been a rewarding experience and one that I will cherish,” McCartney said.

He has served as a township supervisor for four years.

In another matter, supervisors appointed Charles Means, an attorney with the Pittsburgh law firm Goehring, Rutter & Boehm, as special counsel in zoning enforcement matters regarding Range Resources effective Oct. 15. Means will handle ongoing proceedings related to the Marcellus Shale gas drilling company.

Also Wednesday, supervisors adopted a resolution to declare portions of its zoning ordinance as exclusionary relating to impoundments or other storage facilities for water or other fluids used in connection with oil and gas well uses.

Means said the resolution begins an amendment process of the zoning ordinance.

“What this means is under the municipality’s planning code, the township can do a municipal curative amendment of the zoning ordinance if it’s concerned that the ordinance doesn’t provide for uses like it should in the township,” said Means.

“In order to approve the ordinance and make sure there’s proper provision for the impoundment or storage facilities use in the township, if the township passes this … there will be a zoning amendment like other ones they’ve done.”

The planning commission must review the proposed amendment and the township will hold a public hearing.

Means said superisors hope to improve the ordinance and ensure that the use – in this case, storage facilities and impoundment – is properly provided for in the ordinance.

Supervisors also approved conditional use applications by Range Resources for the McMaster, Schuman and Toward properties.

Supervisor Larry Grimm did not attend the meeting.
