• Action: Council President John Bevec said the board is prepared to move forward with documents to extend the life of Canonsburg-Houston Joint Authority. Both Houston and Canonsburg boroughs need to approve an extension of the authority’s life, which expires in five years. In addition to the life extension, both boroughs will vote on a memorandum of understanding, drafted by Houston solicitor Josh Carroll, that would eventually establish an operating authority independent of both municipalities. Carroll’s draft calls for an operating authority to be established no later than Jan. 1, 2016. Houston Council will vote on the draft tonight , and Canonsburg Council could vote on the draft as early as Monday.
Council discussed the possibility of implementing an amnesty program to help settle more than $76,000 in trash collection debts that have accrued since 2011. If passed, borough residents with debts could pay a percentage of their total bill prior to a predetermined deadline without facing additional penalties such as liens and foreclosures.
The board will vote on a motion next week to appoint Dan Briner to the planning commission for a four-year term.
Council also plans to appoint a committee to work with the police department on negotiating a new collective bargaining agreement. The current police contract expires at the end of 2014.
