A Cecil Township man, Justin Michael Karmann, 26, of 186 Cecil-Hendersonville Road, was placed in Washington County jail on $25,000 bond Friday afternoon following his arrest on charges of possession with intent to deliver heroin, possession of a controlled substance, possession of drug paraphernalia and criminal possession with intent to deliver, according to an affidavit filed in the office of District Justice James Ellis.

Township police began an investigation in June after receiving complaints of suspected drug activity at Karmann’s residence. A search warrant was issued Aug. 21 for a search of the house, where police said they found one Suboxone film strip for which there was no prescription and an empty heroin stamp bag.

A marijuana pipe with burned residue was found in a bedroom cabinet, police said. In a cigarette pack on the front porch, police said they found a razor blade and a cut straw, both with a white powder residue. They said a number of burned heroin stamp bags were found in an ashtray in the kitchen.

Police also allege Karmann sold heroin to a confidential informant July 16 on Montour Trail.

Karmann was arraigned before Ellis.
