No-tax increase county budget to be adopted

WAYNESBURG – Greene County taxpayers will get an early Christmas present when the commissioners adopt a no-tax increase 2015 general fund budget today.

The board also will incorporate the human services, MH/IDDS/D&A, transportation and Children and Youth Services fiscal year budgets into the 2105 unified budget.

Millage will remain at 7.535 with 6.77 mills going to the general fund; 0.695 mills to pay for bond issues; and 0.07 mills going to the library system.

The $19 million general fund spending package is $1.34 million more than the one passed for this year. The budget includes the projected impact fee payment of $2.5 million in July, while the 2014 budget contained about $3.6 million from the Act 13 funds.

It is expected that the entire impact fee, except $570,000, will be transferred out of the general fund and placed into the capital projects fund.

It was announced at the agenda meeting Wednesday that the county will rescind a Nov. 13 tax anticipation note loan resolution, saying the loan will not be needed at this time.

The commissioners also are expected to authorize Pennoni Associates to apply for a highway occupancy permit in Franklin Township. Earlier the commissioners approved an agreement with Pennoni to prepare the design for a new access road at the county airport as part of a plan to prepare properties fronting Route 21 for commercial development.

Pennoni will be paid $177,500 to design an access road to run roughly parallel to Route 21, west to the three, two-acre parcels that will be prepared for commercial development and east to the administration building and a new parking lot.

The county has begun preparing the property for development. Three of the four old airplane hangars west of the administration building have been demolished. A new 20,280-square foot, T-hangar also was built east of the building, housing 10 compartments for airplanes, a maintenance and equipment room and a pilot’s room.

As part of the project, the road into the airport property also will be realigned with Murtha Drive to make a new four-way intersection at Murtha Drive and Route 21.

The county hopes to be a position to bid the access road and Murtha Drive-Route 21 intersection by the end of the year.

The commissioners will be making numerous appointments and reappointments to authorities and boards, including the county fair board of directors, tourist promotion agency, industrial development authority, planning commission, housing authority and tax abatement board.
