Washington man charged in rape

A Washington man was arraigned Monday on charges he raped a woman inside a restroom on the ground floor of the LandAmerica building on West Beau Street earlier this month.
Harvey Hall, 46, is accused of raping the 37-year-old woman Feb. 4. Washington police were called to Washington Hospital, where the alleged victim was being treated. She told police she knew Hall, having met him while going through drug and alcohol treatment.
She told police that Hall offered her a ride to a local drugstore so she could pick up a prescription. After entering the LandAmerica building, she said they took an elevator to the ground floor. When she asked why they were going that way, Hall reportedly told her it was a shortcut.
Hall then allegedly took her into the restroom, locked the door and raped her. Police said video surveillance shows the two entering and exiting the building.
Hall, who already was in Washington County jail after being picked up Feb. 7 for an alleged probation violation, was arraigned before District Judge Robert Redlinger on charges of rape, sexual assault and false imprisonment. Redlinger set bond on the new charges at $25,000.
