PHILADELPHIA (AP) – A Philadelphia newspaper reported that Pennsylvania Gov. Tom Corbett is hiring President George W. Bush’s former speechwriter to help craft the budget address Corbett will make Tuesday.

The Philadelphia Inquirer reported Friday Corbett’s campaign confirmed that it will foot the bill for the services of John P. McConnell. The campaign did not comment on how much it’ll pay him.

Even people close to Corbett concede that public speaking is not his strong suit. Tuesday’s budget address is the last one he’ll make in his current term. Campaign manager Mike Barley said it sets the stage for this election year and needs to make a strong impact.

Corbett’s public popularity rating remains low and eight Democrats are planning to seek the party’s nomination to challenge him in November’s election.
