Franklin accounts for Act 13 money

WAYNESBURG – Franklin Township supervisors adopted a resolution Monday approving additional revenue for the township budget as a result of an unexpected increase this year in Act 13 natural gas impact fee money.
In adopting a budget in December, the supervisors had projected receiving $350,000 in Act 13 money. The township learned recently, however, that its actual appropriation for the year is $554,203.22.
The township last year had received about $470,000 of Act 13 money.
Of this year’s allocation, the supervisors agreed to spend $350,000 for road repairs and maintenance supplies. The remainder will be placed in a reserve fund.
Supervisor Corbly Orndorff said the township uses most of the money it receives through Act 13 for road maintenance and repairs.
The supervisors also continue to make sure companies whose trucks use township roads under heavy hauling agreements with the township repair the roads when they are done using them, he said.
In other business, the supervisors agreed to begin procedures to close several paper alleys: Center Alley off Bill George Drive in Morrisville; Adams Street off Fourth Avenue in north Waynesburg; and two unnamed paper roads above Adams Street.
Neighboring property owners will be notified of the proposed closings and will have the opportunity to comment before the closing are approved by the supervisors.
At a special meeting July 1, the supervisors also had agreed to guarantee $4,580,000 in bonds for an expansion project by the Franklin Township Sewer Authority. The supervisors earlier approved a $12.5 million bond issue for the project, but additional funding was needed for its completion.
The project will involve upgrading and increasing the capacity of the sewerage treatment plant from 1.25 million gallons a day to 1.72 million gallons a day.
