Charges of forgery, theft and possession of drug paraphernalia filed in 2012 against Matthew A. McCollum, 26, of 52 W. Maiden St., Washington, by Washington police were withdrawn Wednesday just before his preliminary hearing scheduled before District Judge Robert Redlinger, his office confirmed.
