Minor’s consent bill approved by House committee

HARRISBURG – State Rep. Pam Snyder, D-Jefferson, said that the House Human Services Committee Wednesday approved her legislation that would clarify when a minor’s consent is needed for mental health examinations and other health services.

“My measure would streamline the process so mental health professionals can work expediently and effectively when circumstances dictate,” said Snyder. “Situations arise where swift responses are needed for the safety and well-being of all.”

Snyder said changes made 10 years ago to the Minor Consent to Medical, Dental and Health Services Act created confusion among providers, minors and parents regarding the rights of each.

“My bill would enable the state Department of Public Welfare to issue guidelines regarding minors’ consent to mental health treatment,” Snyder said. “The regulations would detail the conditions when consent is needed and provide for more uniform application of the standards so recovery-oriented programs can be implemented more quickly.”

House Bill 2212 was approved unanimously and heads to the full House for consideration.
