Action: In two election-related matters, the commissioners entered into a $58,660 contract with Dominion Voting for election support services and testing for the primary and general elections, which is the same amount as last year. The board also approved travel by E. Wesley Parry III, assistant director of elections, to attend an Election Center special workshop next month on voter registration and election administration, including planning and budgeting, information management and technology, and election law, pending and proposed. This is the first step to become a certified election administrator, and the cost is estimated at $2,200.

The board also approved travel next month to San Antonio, Texas, by three employees and one elected official to the Tyler Technologies Conference at a cost estimated to be $6,100, to be paid for by the recorder of deeds’ records improvement fund.

Those attending will be Director Debbie Bardella, Chief Assessor Bradley Boni, Assistant Chief Assessor Raffaele Casale and Debbie Rutan, assistant director of information technology administration.

In two Marcellus Shale-related matters, the board approved an oil and gas lease with Chesapeake Appalachia LLC for 10.68 acres of former B&O Railroad and CSX Transportation right-of-way in Donegal Township. The lease calls for no surface operations, a royalty of 18 percent and a signing bonus of $6,500 per acre. The commissioners also OK’d three unitization agreements in Cross Creek County Park totaling a little more than 537 acres to be included in three Avella Land Ventures Units horizontal borings.

On behalf of the county health center, the commissioners renewed general and professional liability insurance from Pelican Insurance of Vermont with an annual premium of $100,575.

The county will be paying $4,137 for a month-to-month lease with Andrew G. Uram Family Partnership for 3,187 square feet of office space, including utilities and cleaning, for District Judge Robert Redlinger and staff beginning in April at the present location on East Maiden Street in Washington.

The commissioners approved the transfer of a hangar lease at Washington County Airport from Neale Misquitta to Key Environmental, Pittsburgh.

Bid award: Miller, Thomas, Gyekis of Pittsburgh will replace or repair roofs over the 911 Center at the Courthouse Square office building and part of the jail kitchen in late spring or early this summer at a cost of $378,590, to be paid from Marcellus Shale impact fees.

Don Greer Fashion Floors will replace carpeting in the human services office, controller’s office and purchasing office in Courthouse Square at a cost of $22,998 under an existing contract.

Next meeting: 10 a.m. March 20, in the public meeting room of the Courthouse Square office building.
