Saccone introduces legislation to limit the use of executive sessions

State Rep. Rick Saccone, R-Elizabeth, introduced a bill Monday to establishes strict criteria and reporting guidelines for public bodies that enter into private executive sessions.

House Bill 1671 would narrow the instances when executive sessions could be called, according to a news release from Saccone’s office. The bill also would require that executive sessions be recorded so that if allegations arise that a meeting was not held properly, it could later be verified by a judge. Further, the legislation calls for the solicitor of a governmental body to advise the group on whether the topic at hand is appropriate to discuss in executive session.

Saccone said he hopes to make government “as transparent as possible,” and that the changes he is proposing would be steps toward that goal.

The bill will receive a hearing today before the House State Government Committee.
