PITTSBURGH (AP) — A man is in custody after he allegedly fired a rifle at a neighbor hanging Christmas lights before holding police at bay for several hours inside his suburban Pittsburgh home.

Munhall police said they don’t know why 53-year-old Richard Carter fired at the neighbor Saturday afternoon, although Chief Patrick Campbell says Carter has mental health issues that police knew about.

The victim, Donald Lesser, suffered a cut lip, which police say was caused by a ricocheted shot fragment.

Afterward, a SWAT team persuaded Carter to surrender.

Police say they found spent rifle shell casings in Carter’s home, along with thousands of rounds of ammunition and at least two dozen guns.

Carter was charged with attempted homicide and other counts. Carter told reporters he was mad at Lesser for personal reasons and problems.
