October is Pennsylvania’s Promise for Children month, marking a campaign to raise awareness of the importance of early childhood education. The Washington County Commissioners, who issued a proclamation to that effect Thursday, were treated to a performance and puppet show focusing on wise owls by pupils at Smart Kids Child Care and Learning Center, Washington.
