Animal cruelty charges filed

WAYNESBURG – Greene County Humane Society officers filed charges against a Prosperity couple for alleged abuse of two adult dogs and five puppies.

David Allen Holcomb, 28, and Pamela Dawn Kiger, 37, of 910 Dillie Road, are charged with three counts each of animal cruelty.

Officers said the female mixed-breed dog was found lethargic inside a crate without adequate food and water.

The five nursing puppies were inside the crate with her, according to Jane Gapen, Greene County Humane Society Director.

Gapen said the female dog was “dying” and she and the puppies were covered in feces and urine.

The puppies were also malnourished, according to Gapen.

The male mixed-breed dog was also deprived of adequate food and water, Gapen said.

None of the animals had received veterinary care, according to the citation against Holcomb and Kiger filed Wednesday before Greene County Magisterial District Judge Lou Dayich.

Restitution for veterinary costs incurred by the GCHS is being sought in the amount of $439.

In an unrelated case, humane officers have filed an animal cruelty charge against an Aleppo woman for allegedly abusing her adult, mixed-breed, female dog.

The charge was filed against Candy Galloway, of 1072 Aleppo Road on Wednesday before Greene County Magisterial District Judge Lou Dayich.

Officers said the dog was found in the road Sept. 6 by a passerby who brought it to the Humane Society shelter on Jefferson Road.

The dog is currently under the care of a veterinarian who found it to be suffering from severe skin infections, ring worm, malnutrition and dehydration, according to a humane officer.

Special care is needed to bring the dog’s weight up before certain medications can be applied. Doing so in its current state would be “increasingly painful,” he said.
