Man faces child porn charges

WAYNESBURG – A Franklin Township man was charged with possessing and disseminating child pornography via the Internet.
Samuel Chip Barclay, 23, of 785 N. Woodland Ave., Waynesburg, was arraigned before Greene County Magisterial District Judge Lou Dayich Wednesday on two counts of sexual abuse of children and one count of criminal use of a communication facility.
State police from the computer crime unit investigating the sharing of child pornography found such content from an IP address on the Comcast Cable Communication network. The images depicted a girl under the age of 10 in various stages of undress.
A court order returned a name and address for the subscriber at Barclay’s IP address.
Troopers searched Barclay’s residence Dec. 10, 2013, and seized three computers and a flash drive from one of the computers in Barclay’s bedroom.
When Barclay arrived at the residence, he was questioned about images on his computer and he said he did not know what ages the persons in the images were. He said he was not sure if there were any images of children under the age of 10, police said.
Barclay allegedly told police he usually stumbles across the images while browsing online.
Police said they found videos of children involved in various sexual acts with adults and posing in front of webcams.
According to the complaint, the flash drive contained more than 300 images of suspected child pornography. Among the images were videos of nude children involved in various sexual acts.
Barclay is free on $25,000 unsecured bond. A preliminary hearing was tentatively scheduled for 1:30 p.m. Sept. 25 before Dayich.
