Task force arrests two in Cecil

The Washington County District Attorney’s Drug Task Force arrested two men on drug charges following a buy/bust operation in the Southpointe area of Cecil Township Thursday.

Scott Allan Bain, 48, of Monaca, and Robert Bradley Scarf, 37, of Carnegie, were taken into custody after allegedly selling 29 stamp bags of suspected heroin during the operation.

Both men were arraigned before Senior District Judge Jay Dutton on charges of possession and possession with intent to deliver heroin and conspiracy. Both were released from Washington County Jail after posting $5,000 bonds.

A preliminary hearing is set for April 20 before Dutton.
