Action: The board authorized the township to purchase two sport utility police vehicles at a cost of $69,270, which includes all necessary equipment. Supervisors also voted to extend a conditional offer of employment for a full-time police officer position to Shawn McNaughton, 32, who is currently a police officer in Oakmont, Allegheny County. Police Chief Shawn Bukovinsky said McNaughton still needs to pass psychological, physical and background tests and, after doing so, will remain on probation for one year. A salary has not yet been determined.
The board voted to purchase a back-up generator for the municipal building at a cost of $45,866 through Pennsylvania’s cooperative purchasing program. The installation will be completed by Greg Milbower at a cost not to exceed $10,000.
The board agreed to advertise an open position for a planning director and/or zoning officer, depending on the qualifications of applicants. Bruce Bosle has been fulfilling the duties of both roles.
The board voted 4-1 to appoint attorney William Miller as special counsel to represent Cecil Township in the ongoing Act 13 case in Pennsylvania Supreme Court. Supervisor Elizabeth Cowden was the dissenting vote. Miller will be required to submit briefs by Feb. 17. Solicitor Christopher Voltz said he has a conflict of interest and cannot represent the township in the case.
The board authorized township manager Don Gennuso to prepare specifications and engage a contractor for the installation of a playground safety surface at Cecil Park at a cost of about $48,000 for materials and labor.
The board opted to join the Keystone Purchasing Network, a national purchasing alliance, at no cost. Gennuso said it will be beneficial for the purchase of playground and sports equipment because the purchasing network allows the cost of labor to be included in bids.
