• Action: As expected, the board added $15,300 to the budget as an allocation to Mid Mon Valley Transit Authority, and adopted a resolution approving the Washington County Industrial Development Authority’s issuance of $3,060,000 in notes to finance construction and equipment of HRP Holding Co. at Starpointe Business Park, Burgettstown.
At the request of the Human Resources Department, the commissioners added laboratory testing of hair to its random program of employee drug and alcohol testing through the Washington Hospital Occupational Medicine Center. Each test will cost $65 and shipment of the specimen to the lab will be $15.
At the request of the Behavioral Health and Developmental Services Department, the board approved a provider agreement not to exceed $50,000 with Alicia Joy Logue to provide services under the “Now Is the Time – Healthy Transitions” grant through June 30.
The commissioners noted the federal Department of Housing and Urban Development grant for $219,306 was renewed through the Fresh Start transitional housing program of Domestic Violence Services of Southwestern Pennsylvania through Nov. 30 and, from the same source, $87,756 to Connect, Inc., for transitional housing for homeless individuals with disabilities through May 31.
At the request of the Planning Department, the commissioners approved a supplemental reimbursement agreement with PennDOT for the replacement of the Miller’s Run Bridge No. 3, Mawhinney Road, Cecil Township. Under the state liquid fuels program, the reimbursable costs are increased to $1,427,850 including final design, utilities, rights-of-way and construction. Total costs will be broken down with $1,224,000 from federal taxpayers, $229,500 from state taxpayers and $76,500 county taxpayers. Construction will be advertised for bids late this year with work likely to begin in 2016, said Lisa Cessna, executive director of the Washington County Planning Commission.
• Contract renewals: The board renewed the annual contract of the solicitor’s law firm, Goldfarb, Posner, Beck, DeHaven and Drewitz, granting a 3 percent raise and bring the annual fee to $126,678. Other annual renewals included Pennsylvania Trolley Museum, tour guides for the courthouse, not to exceed $4,000, and Kymberly A. Secreet, animal control services in county parks, not to exceed $3,600.

• Announcement: County offices will be closed Monday, Jan. 19, in observance of Martin Luther King Day.
