WAYNESBURG – A known sex offender who was squatting in an unoccupied Waynesburg residence will serve six to 23 ½ months in jail for criminal trespass.

Victor Donald Barlow, 61, of 430 Mt. Zion Road, Holbrook, was made a lifetime registrant under Megan’s Law after he pleaded guilty in 2002 to the aggravated indecent assault of a 6-year-old Waynesburg girl on two occasions in 2001. Barlow served a sentence of 30 to 60 months in prison for the assault.

On Sept. 19, a family in Waynesburg alerted police Barlow, known to them as a sex offender, was inside a house at 147 ½ Blackberry Alley.

Waynesburg Borough Police said Barlow was found inside the same residence on a previous occasion, without permission from its owner. At that time, authorities found a mattress and Barlow’s personal belongings in the lower level of the home.

Responding to the Sept. 19 call, officers Lisa Sowden and George Lewis found a mattress, clothing and recent receipts inside an upstairs bedroom, but not Barlow. A Realtor in charge of the property told Sowden no one was allowed to live there. Later that evening, police were notified Barlow was at a location on Blackberry Alley. When they returned to the address, Sowden and Lewis saw Barlow through a downstairs window. Sowden said they knocked but Barlow refused to unlock the door. After forcibly entering the residence, she and Lewis located Barlow behind a door with a metal bar in his hand.

Court documents do not indicate why Barlow was squatting inside the home.

He pleaded guilty Jan. 13 to criminal trespass, two counts of recklessly endangering another person and defiant trespass.
