Task force arrests 3 on drug charges
Members of Washington County District Attorney’ Drug Task Force took three people accused of selling heroin to confidential informants into custody late Monday and Tuesday on arrest warrants.
Amy Marie Chester, 29, of 829 Main St., Bentleyville, was taken into custody Monday while Wendy Arlene Rusler, 44, and Kenneth C. Quinones, 41, both of 3341 Millers Run Road, Cecil, were taken into custody Tuesday.
Chester was arrested after an informant contacted the task force about purchasing heroin from the Bentleyville woman. Chester was called and arrangements were made to purchase 10 stamp bags of heroin April 24. Five days later, 19 more stamp bags were purchased by an informant as task force detectives watched the transaction.
The investigation that ended in the arrest of Rusler and Quinones began in January when task force detectives received information that she was selling heroin in and around the Cecil Township area. A confidential informant reportedly witnessed Rusler sell the drug and pointed out her home to one of the detectives.
On three occasions between Feb. 8 and May 31, arrangements were made by an informant to purchase heroin from Rusler. Quinones was in the vehicle during one transaction. During another transaction, Quinones was at the house he shared with Rusler and allowed the informant to enter the residence.
All three were arraigned before District Judge Ethan Ward on charges of possession and possession with intent to deliver heroin. Rusler and Quinones also were charged with conspiracy. All three were placed in Washington County jail on $50,000 bond.
