Area man jailed on sex assault charges

A North Franklin Township man was arrested Tuesday by a detective with the Washington County district attorney’s sex crime unit for allegedly sexually assaulting two girls, raping one of them, at locations in the Claysville and Washington areas in 2014 and early 2015.

Joseph Andrew Brown, 49, of 691 Cleveland Road, was arraigned Tuesday before District Judge Ethan Ward on two counts each of endangering the welfare of children, indecent assault, corruption of minors, involuntary deviate sexual intercourse with a child and aggravated indecent assault of a child and one count each of rape of a child, involuntary deviate sexual intercourse, aggravated indecent assault of a child and sexual assault.

Donegal Township police received a complaint in March alleging Brown sexually assaulted two girls who were both under the age of 13. One of the girls described to investigators how Brown inappropriately touched her while both girls said he forced them to touch each other.

One of the girls told investigators Brown forced her to touch him. Investigators allege this inappropriate contact happened multiple times in different jurisdictions.

Brown was placed in Washington County jail on $500,000 bond. A preliminary hearing is scheduled for July 29 in Central Court.
