Action: A conditional use hearing was continued for a proposed Rice Energy well pad to be located off of Munce Road on property owned by William and Cathi Jo Beitler. Township engineer Joe Sites said he did not object to Rice’s requests to extend operation hours from 6 a.m. to 10 p.m., and also to allow the facility to be located closer to the Beitlers’ residence than the 500-foot setback in the ordinance allows. The Beitlers attended the meeting and agreed to the extension. J.P. Lawrence, permitting supervisor for Rice, said the company would improve and widen Munce Road before work occurs at the well pad. Supervisors are expected to vote on Rice’s conditional use application in July.
Supervisors agreed to accept proposals for an ambulance service in North Strabane Township. Currently, residents are served by Canonsburg’s ambulance service, and a small portion of the township is served by a service in Peters Township. Township manager Frank Siffrinn said there is no guarantee the township will change its service, but officials decided to investigate their options. The township would not pay for the service. Siffrinn said the township would need to provide a location at either the fire station or public safety building. Proposals are due July 31.
Supervisors voted to hire Mark Whalen as the new full-time code enforcement officer at a salary of $39,000. Whalen, who currently works as the Cecil Township code enforcement officer, will start July 20. Supervisor Harold Close abstained from voting because he applied for the position.
