Flood watch issued for Mon River near Charleroi

The National Weather Service has issued a flood watch on the Monongahela River between Charleroi and Elizabeth because of rain mixed with melting snow. The river is expected to crest Thursday morning at 28.7 feet in Charleroi, where minor flooding begins at 28 feet, the weather service said.
