Teen charged: Taylor J. Kinser, 19 of Fayetteville, Franklin County, was charged by California police with criminal mischief and underage drinking stemming from an incident early Tuesday at 800 Green St. He is accused of damaging a porch railing. Police said he also was seen drinking alcoholic beverages. The charges will be sent by summons from the office of District Judge Joshua Kanalis.

Police pursuit: Jobe Franks, 19, of 529 Woodware Ave. in Fallowfield Township, is charged by state police with drug possession, fleeing or eluding and driving under the influence of alcohol or drugs, court records state. Franks is accused of driving off at a high speed when police attempted to pull over his pickup truck about 9:10 a.m. Tuesday on Route 837 at Lewis Avenue. Police accused him of having a small amount of marijuana and 50 stamp bags of heroin after they chased him into woods when his vehicle became disabled in snow on Gibson Avenue, the record shows. He is in Washington County jail on $500,000 bond set by District Judge Mark Wilson.

Paraphernalia charge: Richard Lee Stankowski, 40, of 514 W. Grove Ave., McDonald, was charged Sunday by McDonald police with possession of paraphernalia after police said they found a used syringe in his pants pocket when they responded to a domestic disturbance on Meadow Avenue.

Two charged: Justin Douglas McQuillan, 20, of 114 Grant St., McDonald, and Jeffrey M. Jones, 21, of Coraopolis, were charged Sunday by McDonald police with possession of marijuana and paraphernalia stemming from a traffic stop on Valley Street in Robinson Township. McQuillan also was charged with driving with a suspended license and speeding.
