Countywide reassessment seeks information from landlords, lessors

Tyler Technologies’ information gathering about real estate in Washington County has reached a new phase, and those who own rental properties or commercial or industrial buildings will be among those sent a mass mailing next week.

Tyler, with whom Washington County has a $6.9 million contract to reassess property, is seeking income and expense information for 2013 and 2014 from those who rent out apartments, mobile home property, hotel and motel rooms, general retail space, warehouses, office buildings and industrial buildings.

“By providing this information, you will help facilitate in the valuation of your property,” the letter from Tyler states. The company said the data will remain confidential.

The letter asks owners of multiple properties to file a separate report for each property they own in Washington County.

Wesley Graham, senior project supervisor for Tyler Technologies, estimated about 4,200 letters will be mailed. Regarding landlords, the survey will be sent to those who rent four or more living units on one parcel.

If property was sold after Jan. 1, 2012, Tyler wants to know the price and date of purchase.

The mailing is going out in March because of tax season. Graham said property owners are more likely to have information at their fingertips at this time.

Because Tyler employees continue to collect data in Peters and Cecil townships, the mailer will be hand-delivered, rather than mailed, when the reassessment workers conduct interviews.

“Those communities will be the last two municipalities with data collectors in them,” said Graham, who will be sending a full-court press to Peters and Cecil.

“We were trying to finish up a lot of rural areas,” Graham said. “We started in the center and it’s just how we wrapped around the county. We saved the north for last.”

“Every mass mailing results in questions,” Graham said. “We get quite a few calls the first three days from people who have questions.”
