State insurance official to hold hearing on Highmark plan

HARRISBURG (AP) – Pennsylvania’s top insurance regulator plans to hold a hearing on Highmark’s plan to pump millions of dollars into a subsidiary.
Acting state Insurance Commissioner Teresa Miller is scheduled to hold the hearing on Highmark’s request Monday in Harrisburg.
The health insurer proposes to transfer $175 million in grants to its seven-hospital Allegheny Health Network to make capital improvements and improve cash flow.
The hearing comes amid continuing disputes between Highmark and rival University of Pittsburgh Medical Center over issues that were supposed to have been resolved by a consent decree.
Last week, Gov. Tom Wolf and state Attorney General Kathleen Kane petitioned Commonwealth Court to force the companies into arbitration after UPMC threatened to deny in-network access to its hospitals and doctors for 180,000 seniors in western Pennsylvania.
