• Alabama (FY2016), $290 million.

• Alaska (FY2016), $3.2 billion.

• Arizona (FY2016), $1 billion.

• Connecticut (FY2016) $1.2 billion.

• Delaware (FY2016), $67 million.

• Hawaii (FY2016), $193 million.

• Illinois (FY2016), $6 billion.

• Kansas (FY2016), $800 million.

• Louisiana (FY2016), $1.6 billion.

• Maine (FY2016 and FY2017), $460 million combined.

• Maryland (FY2016), $750 million.

• Massachusetts (FY2016), $1.8 billion.

• Michigan (FY2015 and FY2016), $450 million combined.

• Nevada (FY2016 and FY2017), $500 million combined.

• Oklahoma (FY2016), $611 million.

• Pennsylvania (FY2016), $2 billion.

• Rhode Island (FY2016), $190.4 million.

• Vermont (FY2016), $113 million.

• Virginia (FY2015 and FY2016), $2.4 billion combined.

• Washington (FY2016 and FY2017), $2 billion combined.

• West Virginia (FY2016), $195 million.
