Trinity explores funding options while awaiting state to OK budget

Like many of Pennsylvania’s 500 public school districts awaiting resolution of the state’s budget stalemate, Trinity Area School District is considering how to navigate the year without the funding it expected.

On Thursday, the school board discussed the possibility of applying for a Tax and Revenue Anticipation Note to pay bills should the district run out of cash.

Director of Fiscal Services David Roussos told the board that the district doesn’t have access to approximately $11.3 million in basic education funding as a result of the budget impasse, but that funding from local real estate taxes is enabling the school district to pay its bills.

He estimated that the school district can meet expenses until February; after that, however, the money the district receives from other revenue sources will be depleted, and the district will not have enough cash on hand to cover expenses.

A TRAN is a short-term borrowing of funds that is made in anticipation of money coming in at a later time. It is expected to be off within the school year.

“It helps cash-wise to get through that period,” said Roussos, noting that the district took out a $5 million TRAN in the 2014-15 school year and paid it off within that school year.

In other business, the board accepted the resignation of Darla Reese, assistant sirector of fiscal services, who is retiring in February after working for the school district for more than 33 years.

The board also:

• Accepted the resignation of retired Command Sgt. Maj. David Massullo from the JROTC program.

• Granted tenure to teachers Sarah Nee and Michelle Zeh.

• Hired Amy Joyce as head girls swimming coach at a salary of $2,706 and Jen Smith as varsity assistant swimming coach at $1,624.
