Man charged: Frank Ray Frost, 29, of 247 Tower Road, Holbrook, was charged with theft and access device fraud for allegedly using another person’s Lowe’s credit card to purchase $1,980 in gift cards at Lowes between July 13 and Aug. 1. State police said Frost was identified by pictures taken at the store of the person who used the card.

Burglary charge: Ronald Lee Snyder Jr., 29, of 285 Byard Road, Waynesburg, was charged with burglary and theft for allegedly stealing an ATV and other items from a shed at 271 Byard Road on Aug. 26. State police said a tape from a video surveillance camera showed Snyder driving the ATV from the property.
