County adopts ordinance to protect dogs from extreme weather

WILKES-BARRE (AP) – Some pet owners in northeastern Pennsylvania will have to start paying closer attention to the weather.
Dogs in Luzerne County won’t be allowed outside unattended for more than a half-hour if the temperature drops below 26, rises above 92, or if the National Weather Service issues a severe weather advisory.
The Citizens’ Voice reports the county council adopted the ordinance by a 10-1 vote on Tuesday. It takes effect March 1, 2017.
The ordinance will be enforced by the local Society for the Prevention of Cruelty to Animals. The organization will be authorized to temporarily confiscate dogs whose owners do not provide proper shelter.
SPCA board member Gary Taroli said the group continuously gets calls in the winter about dogs left out in the cold.
