Bentleyville landscaper appeals N. Strabane zoning decision

John Guest, who does business as JG Landscape Design, LLC, 981 State Route 917, Bentleyville, has appealed to Washington County Court a zoning hearing board decision that denies him use of what he described as 15 acres of vacant farmland at 174 South Spring Valley Road in North Strabane Township.
The tract is zoned agricultural, and in an application, Guest said that its present use is storage for the landscaping business. Guest appealed to the zoning hearing board a zoning enforcement notice dated July 15.
In documents filed Wednesday with the court, Guest claims that the township’s zoning hearing board on Sept. 3 did not address the relief he requested, nor did it render a decision properly supported by substantial evidence.
He cited a brief letter from Steve Bilko, secretary of the zoning hearing board, stating, “This board is usually reluctant to grant a use variance.”
No hearing date has been scheduled on Guest’s request that a judge overturn the zoning hearing board’s ruling.
