Greene Co. commissioners award contract for bridge replacement

WAYNESBURG – Greene County commissioners awarded a contract Thursday to replace a small bridge in Aleppo Township, a project the county rebid after the single bid it received last month came in higher than engineering estimates.

The commissioner awarded a contract to replace county bridge No. 102, a 52-foot long bridge crossing a small creek on Mudlick Road, to Clearwater Construction Inc. of Mercer.

Clearwater submitted the second lowest bid of $446,000. The low bid of $429,400 was submitted by John Stewart Excavating of Canonsburg.

Stewart was not recommended for the project because, according to a letter from the county engineer, the company is not a state Department of Transportation “pre-qualified contractor,” as was requested by bid documents.

The commissioner last month rejected the single bid it received for the project, which was for about $505,000, county chief clerk Jeff Marshall said.

As a result of re-bidding, the county will save about $60,000 on the project, Marshall said. Clearwater’s bid also came within the county’s budget for the project, he said.

The commissioners also voted to approve a contract with the state Department of Community and Economic Development for the 2015 Community Development Block Grant program for the county and the three entitlement municipalities for $510,969.

They approved a $3,000 change order on a $19,400 contract to replace the courthouse front porch. During excavation, it was found that courthouse columns were sitting on field stone and dirt and needed a concrete footer.

The commissioners also approved a $3,000 grant to Waynesburg VFW Post 4793 to assist in repairing its air conditioning system and appointed attorney Dave Pollock as tax claim bureau solicitor.

During a salary board meeting, the commissioners approved the resignation of Steve Dulaney, the county’s transportation director. Commissioner Blair Zimmerman thanked Dulaney for his service and said he will be missed. Dulaney served as transportation director for about the last 10 years.

The salary board also hired Amy Gillispie as an administrative assistant in the courts at $12.33 an hour; and hired Crystal Walters as a clerk in the clerk of courts office at $11.87 an hour.
